Starts with a covering note to Lord Kitchener suggesting that it should be sent to Sir Edward Grey [later Lord Grey of Fallodon] and a note of Kitchener's assent. The note records the British government's intention to take offensive action against Turkey at the Dardanelles forts, giving details of naval forces to be used and the date of the planned attach and hopes for French co-operation and support.
