This is part of the scheme referred to by Bell in a letter; having made a start of clearing away a 'dirty little rookery, called Hyndman's village, which is quite close to Government House', Bell commenced: 'laying out a 'model village' at Clare Hall, about a mile away from the town, and am hoping to be able to induce a lot of people who are now living in the most awful conditions in the town slums to move up there...
