Admiral of the Fleet Sir Harry Keppel (1809-1904) had long and distinguished service in the royal Navy; from 1843-1844 he was Senior Officer in the Straits of Malacca and cooperated with Sir James Brooke in the supression of Borneo piracy. He paid two visits to Singapore in old age, spending the winters of 1899-1900 and 1901-1902 there. It is likely that this phtoograph dates from the former visit since Sir Alexander Swettenham was Acting Governor of the Straits Settlements...

The inclusion of the carpet in the photograph, and the age of the sitters, makes it appear likely that this photograph was taken at the Jubbulpor School of Industry. This institution was founded by (Sir) William Henry Sleeman (1788-1856) to give employment to ex-Thugs and their dependents and, amongst other productions, was noted for the excellence of its carpets.
