The evacuation referred to was Sir Henry Hesketh Bell's decision to depopulate an area two miles wide and several hundred miles long on the shores of Lake Victoria in a largely successful attempt to eradicate the sleeping sickness epidemic in Uganda which in some years previous to 1908 was killing 30 000 people a year.
