Scope and Contents
Subjects include: remarks from Admiral Sir Arthur Wilson on war plans; whether Britain was building more ships than necessary; the importance of the submarine in the narrow waters of the North Sea, Baltic, English Channel and Mediterranean; success of repairs to the fleet; the shipbuilding programme, 1909-10; the dangerous situation arising from the bad relations between Admiral Lord Charles Beresford [Commander-in-Chief, Channel Fleet] and the Admiralty; the supremacy of the Board of Admiralty and the inadvisability of an inquiry into Admiralty policy.
