Scope and Contents
Part of a draft letter from WSC (Home Office) concerning the case of David Davies ["the old shepherd of Dartmoor [Devon]"] whose sentence WSC reprieved including discussion of the following points: Davies' criminal record which demonstrates sentences of "extraordinary severity" in comparison to examples taken from Calendars of Criminal Sessions; quotes from a petition made by Davies in 1909; the public attention which has been created by WSC's actions regarding the case; and the comments made by Sir Alfred Wills [see CHAR 12/9/18]. Typescript with manuscript additions in the hand of WSC.
