Correspondence concerning an edition of Grotius 'De iure belli et pacis'.
The edition was apparently not undertaken. Prof. W.E. Butler suggests (2 Aug. 2011) that 'The letters of 1854 relate to a reprinting and new edition of Whewell's Elements of Morality and not to his Grotius, which was issued a year earlier.'
