Although this was at Katwe, in the disputed territory, the Katikiro, and Kimbugwe, another of the principal chiefs of Toro, had come to meet me and give me a welcome to Toro. The camp they had prepared for me was quite the best I have yet seen ... They are both most intelligent men, and although they were almost barbarians when Lugard was in Toro, 15 years ago, they are now quite up to date.' (Bell 1907, February 15).
