From left to right: Mr. Jomo Kenyatta, Prime Minister of Kenya; Mr. Duncan Sandys, Secretary of State for the Colonies; the Sultan of Zanzibar, His Highness Seyyid Jamshid bin Abdulla bin Khalifa; and the Prime Minister of Zanzibar, Sheikh Mohamed Shamte.
