The Higher Local Examination ran from 1869 to 1922. It was established as an examination for women over the age of 18 but was opened to men six years later. The exams were set and organised by UCLES, whilst regional committees of women managed practical arrangements such as hiring halls, purchasing stationery and engaging invigilators.

Passes were awarded like degrees - Honours (First, Second, and Third) or Ordinary. Candidates had to pass in a range of grouped subjects to gain a certificate, although they did not have to take all the examinations in a single year.

In the late nineteenth century this examination was used to award women scholarships to study at Girton and Newnham Colleges in Cambridge, and Bedford College, London.

The Certificate of Proficiency in Modern Languages (French, German and English) and the Certificate of Proficiency in Religious Knowledge were set up in 1913 as part of the Cambridge Higher Locals. These examinations continued after the Higher Locals were withdrawn.

The Higher Local Examinations were held in June and December until 1919 but thereafter in June only. In 1922 the examination was withdrawn completely although the Oxford Higher Locals continued.
