Biographical / Historical
State scholarships were provided for university entrants. Recommendations from Examination Boards were made to the Ministry of Education and Local Education Authorities. If approved, the State bore the cost of scholarships.
Amongst the recommendations of the Norwood Report (1943) on curriculum and examinations in secondary schools was that the Higher School Certificate Examination should be abolished and State scholarships should be awarded on a different basis.
