Biography

The Council for the Indian School Certificate Examinations (CISCE) is a body that administers examinations in India.

Before the formation of the CISCE, candidates in India took the UCLES School Certificate examinations. In October 1956, the Inter-State Board for Anglo-Indian Education proposed to establish a Council to administer UCLES examinations in India. This was agreed by UCLES and the inaugural meeting of the Council for the Indian School Certificate Examinations was held on 03 November 1958 in New Delhi.

According to its Memorandum of Association, the purpose of the Council was to conduct school examinations in the English language, to publish books, periodicals and other literature, and to conduct the in-service training of teachers. The Council itself consisted of members nominated by the Government of India, UCLES, the Inter-State Board for Anglo-Indian Education, and the Inter-University Board of India. It also included the Directors of Education from each state with affiliated schools, and nine Principals of affiliated schools. The first Secretary of the Council was Mr. A.E.T Barrow.

CISCE took over local administrative duties for the UCLES School Certificate examinations in 1959. In 1963 a new Indian School Certificate Examination, with regulations specific to India, was introduced. This exam was taken at the end of Class XI [11]. The administrative arrangements for this exam were wholly under the control of the CISCE, while UCLES remained responsible for standards, issuing results and awarding certificates.

In 1966, the Kothari Commission on education in India published its report recommending a 12-year pattern of education, with exams taken at the end of Class X [10] and Class XII [12]. In response to this, the CISCE introduced the Indian Certificate of Secondary Education (ICSE) in 1970, which was taken at the end of Class X [10]. The Indian School Certificate examination in Class XI [11] was replaced with the Indian School Certificate (Class XII [12]) from 1977. The CISCE was wholly responsible for both these exams.
