General despatches received by John Bell-Irving, the Consul General of Hawaii in Hong Kong, including general instructions for His Hawaiian Majesty's Consuls, 1 September 1885: 'Passports to enter the Hawaiian Kingdom are no longer required except for persons of Chinese race. For the latter they are granted only at the Consulates at Hong Kong & Shanghae, under special regulations issued by the Department of Foreign Affairs'.
