There was doubt about the meaning of the term 'kept'. Pulling asks Perowne to sign the form of certificate sent by the Vice-Chancellor. He also appoints [Robert] Dell a college lecturer and empowers Perowne to choose some able person to assist him in the classical lectures.

The occasion is the occasion offered by Section 28 of the Customs and Inland Revenue Act 1980 for reconstructing the machinery for the assessment and collection of inome tax and inhabited house duty in the university and colleges.
