Scope and Contents

Side 1 contains a rehearsal of a presentation on the Economics of Emerging Nations on subjects including the gap between richer and poorer countries causing resentment and encouraging people to turn to communism; economies of various countries across the world; Malaysia being the richest country in Asia; the need for gradual improvements to the prosperity of poor countries to avoid the “revolutionary situation”; inequality in distribution of wealth inside of countries and the need for social mobility; international aid and investment to developing countries, including from the United Kingdom to Commonwealth countries; the history of the development of the United States economy; the Marshall Plan and economy of Europe; training and education of personnel in certain professions needed for the development of countries; dangers of previous colonies becoming independent “too early”; the need for universities in developing countries; overseas students from “emerging nations” attending British universities and communist universities [in the Soviet Union]; Uganda; and political development of colonial countries to become self-governing as a step to independence.

Side 2 contains a [rehearsal] of a lecture on counter insurgency tactics against communist guerrillas, mainly using examples from the Malayan Emergency (war in Malaya [later part of Malaysia]) and some examples from Vietnam. Subjects include the need to induce the public to not support guerrillas; defensive and offensive operations; the importance of intelligence; challenges of counter insurgency in the jungle; encirclement tactics; geography of Vietnam; organisation of the [Malayan National Liberation Army] and guerrilla branches; the resettlement of Malayan civilians into villages (and creation of new villages) [internment camps] by British soldiers; the use of informers and agents as a counter insurgency tactic; control of food supplies; surrender of guerrillas; and building of army forts in the deep jungle in Vietnam.
