NB: This file is unique in this series, for while it is not unusual to find stray papers relating to other issues with which MT was dealing at the time mixed in with speech material this is the only example of a speech preparation file subsequently used as an office/subject file. Presumably this was because Devolution, the Bill having gone into Committee stage, was still a ‘live’ issue and further speeches might be required at quite short notice. Only one original file found which was originally marked "Devolution 3", this has now been split into three folders (THCR 5/1/2/50-52)
