Arrangement
Each file of correspondence had been assigned a name (either by number or by person) by Spears, and most of these files formed alphabetical sequences. However, there seemed to be no logical reason for a new alphabetic sequence to begin as the files were neither consistently chronological or subject-orientated. In fact the arrangement seemed to be quite arbitrary with such insignificant items as "hoover guarantee" having as much prominence as Winston Churchill and General de Gaulle. Therefore the necessary weeding was done and after much consideration it was decided to form one alphabetical series of general correspondence, keeping the material in the file and under the name given by Spears. Among later accessions there were several files of general correspondence, and these were added on the end of the alphabetical sequence.
