Scope and Contents

On subjects including a potential crisis in the Government; recommending that all military MPs be summoned for a debate [in the House of Commons on conscription, the second Military Service Act]; the possibility of a change in government [and a coalition government] and that they should put aside party politics with an understanding that their Liberal position wouldn't be altered after the war; [Herbert] Asquith's "numbing hand" on action from the Government; that Scott should meet [Sir Edward] Carson, [Sir Frederick] Cawley and [David] Lloyd George [to discuss a coalition] and use his influence to "knit together the forces that may best serve us in the present catastrophe and preserve our political conceptions".
