Scope and Contents
Typescripts of memoranda written by HL, mainly for Robert H Jackson, Attorney-General and member of the Supreme Court of the United States, and also for Francis Biddle, Jackson's successor as Attorney-General, including: memorandum on the principles of international law governing the question of aid to the allies by the United States, Jan 1941; memorandum on allegations that Britain had acted at the expense of American commercial interests, Sept 1941; memorandum on the question of piracy in relation to German methods of sea warfare, Oct 1941; memorandum on the principles of international law on which the United States relied for its actions against Germany, 1940-41, refuting criticism against the legality of the American Government's conduct, c Dec 1941.
