Typescript transcript of a letter from Lord Randolph Churchill, Secretary of State for India to Grant Duff [Governor of Madras, India] including: difficulties in performing his duties due to preparation for the election; discussion of the amalgamation of the Presidential armies and his efforts regarding military appointments in India; his support for Sir Alfred Lyall's plans for the Oudh Land Tenancy Bill and a Legislative Council for the North West Provinces; relief at the avoidance of famine in Madras; progress with the Mysore State Railway; his intention to study Duff's paper on the political demands of "the educated & intelligent native"; and observations about the position of the Emperor in Russia.
