Typescript transcript of a letter from Lord Randolph Churchill, Secretary of State for India, to Grant Duff [Governor of Madras, India] including: his poor health; the uncertainties of party politics; his support for Duff's views on the "Botanical proposal" [the establishment of a botanical department in Madras]; the departure of [Arthur Collins], the Chief Justice of Madras; the difficulties of raising capital to finance the Indian Midland Railway; the success of negotiations with Russia and a request for his opinion on the amalgamation of the Presidential army.
