Telegram from WSC [Quebec, Canada] to Deputy Prime Minister [Clement Attlee] and Foreign Secretary [Anthony Eden, later 1st Lord Avon] marked "From: Octagon" and "Gunfire No. 86" and "Personal and Top Secret" referring to their "Cordite No. 122" and commenting on the increased pay scheme [for servicemen fighting against Japan after the end of the war in Europe], the movement of troops to the East including for "Dracula" [proposed Allied attack on the Rangoon area, Burma, later Myanmar], the reallocation of manpower, and the timing of these announcements.
