Telegram from WSC [Quebec, Canada] to Foreign Secretary [Anthony Eden, later 1st Lord Avon] marked "From: Octagon" and "Gunfire 93" and "Personal and Top Secret" referring to [Eden's] "Cordite 150", giving his views on recognising the Italian government arguing "Why cannot you leave it alone and let things develop?", commenting on [Eden] visiting the President [Franklin Roosevelt], and his own arrangements for returning to Britain mentioning a cover plan.
