Telegram from WSC [on board the Queen Mary returning to Britain from the United States] to Foreign Secretary [Anthony Eden, later 1st Lord Avon] marked "From: Octagon" and "Gunfire 298" and "Personal and Top Secret" referring to [Eden's] "M/44/619" on Marshal Tito [Premier of Yugoslavia, later Bosnia and Herzegovina, Croatia, Kosovo, Montenegro, North Macedonia, Serbia, and Slovenia]: suggesting they must give Tito "no excuse to throw himself completely into the hands of [the] Russians", that they need to know the Soviet policy, and that he has decided not to send a joint message from President Roosevelt and himself.
