Telegram from President Harry Truman to WSC marked "Personal and Top Secret" stating that he is "in general agreement" with WSC's reply to Marshal Stalin on surrendered German naval and merchant ships; and that he has no objection to the Three Party meeting between Stalin, WSC and Truman taking place in the Berlin [Germany] area.
