Scope and Contents
Telegram from WSC to Lord Halifax [earlier Edward Wood and Lord Irwin, British Ambassador in the United States] marked "Personal and Top Secret" stating that the British Government desires the entry of the Soviet Union into the war against Japan at the earliest moment, but not at the cost of "prejudicing a reign of freedom and justice in Central Europe or the Balkans". Carbon copy. Manuscript annotation stressing that the above is for Halifax's information only and not for communication to the press [in the hand of Patrick Kinna, WSC's Secretary].
