Telegram from WSC to Duff Cooper [later Lord Norwich, British Ambassador to France] marked "Personal and Top Secret" stating that General de Gaulle [President of the Provisional Government of the French Republic] "is the greatest obstacle the Allies have to face in making good relations between France and the Western Democracies"; and that he has congratulated de Gaulle on French advances against the Germans. Despatched on 1 May. Carbon copy.
