Telegram from Deputy Prime Minister [Clement Attlee] and Foreign Secretary [Anthony Eden, later Lord Avon] (San Francisco [United States]) to WSC marked "Top Secret and Personal" reporting that Sir Walter Citrine [General Secretary of the Trades Union Congress and President of the International Federation of Trade Unions] and Robert Edwards [National Chairman, Independent Labour Party] have urged that TUC representatives should be appointed as official advisers to the British delegation [at the San Francisco Conference], threatening possible TUC withdrawal from all forms of co-operation with the Government if they are refused.
