Telegram from WSC to Sir Hughe Knatchbull Hugessen [British Ambassador in Brussels, Belgium, and Minister to Luxembourg] marked "Personal and Secret" objecting to efforts to "hunt down" Archduke Otto of Hapsburg and treating the "ancient [Austrian] monarchy" as if it were a "criminal organisation"; and suggesting that Hitler's rise to power can partly be blamed on the "sweeping away of long-established dynasties" in the Treaty of Versailles.
