Telegram from Foreign Secretary [Anthony Eden, later Lord Avon] (Washington [United States]) to WSC marked "Top Secret and Personal" stating that although the Americans initially argued that the Soviet Union should be consulted on responding to a possible truce with the German Army in the Western Netherlands, they have subsequently recommended that General Dwight Eisenhower [Supreme Commander Allied Expeditionary Force in Western Europe, United States Army] be instructed to take the matter further; and that the Soviet Union is informed simultaneously with the despatch of Eisenhower's instructions. Despatched on 22 April.
