Scope and Contents
Telegram from WSC to [Anthony Eden, later Lord Avon, Foreign Secretary] (Washington [United States]) marked "Top Secret" emphasising that in order to assist the Netherlands [through the neutralisation of the German Army in the Western Netherlands] they must act quickly and send instructions to General Dwight Eisenhower [Supreme Commander Allied Expeditionary Force in Western Europe, United States Army]; and indicating that Eden should try to persuade Edward Stettinius [Secretary of State, United States] that they need only inform the Soviet Union of their plans.
