Telegram from Foreign Secretary [Anthony Eden, later Lord Avon] (Washington [United States]) to WSC marked "Top Secret and Personal" reporting that Vyacheslav Molotov [Soviet Union Foreign Minister] has just reached Edmonton [Canada]; on difficulties over the San Francisco [United States] Conference; and stating that he will try to persuade Edward Stettinius [Secretary of State, United States] that they should not allow the Russians to veto their decision on the situation in the Netherlands.
