Telegram from WSC to President Harry Truman marked "Personal and Top Secret" repeating WSC's "Personal and Top Secret" message to Marshal Stalin stating that Truman proposes to issue his statement [on the link-up of American and British forces and the Soviet Army] to the press and radio; that the Soviet authorities should agree with General Dwight Eisenhower [Supreme Commander Allied Expeditionary Force in Western Europe, United States Army] as to an appropriate time for the release; and that a recording of WSC's message is being flown to Stalin.
