Scope and Contents

Telegram from WSC to Anthony Eden [later Lord Avon, Foreign Secretary] (Washington [United States]) marked "Personal and Top Secret" reporting that Arthur Seyss-Inquart [Reich Commissioner for Occupied Holland] has been in contact with the Dutch Underground Movement offering terms of surrender for German forces in the Netherlands; requesting Eden ascertains the American view on this; if they agree, consults the Soviet Union Foreign Minister [Vyacheslav Molotov]; and indicating that he is sympathetic to the offer, given the damage that might otherwise be done to the Netherlands.
