Telegram from WSC to Lord Halifax [earlier Edward Wood and Lord Irwin, British Ambassador in the United States] and Anthony Eden [later Lord Avon, Foreign Secretary] marked "Personal and Top Secret" requesting they arrange with President Harry Truman for the recording of his speech [to be broadcast when Soviet and Anglo-American forces link up in Germany] and the signing of a joint warning [to the Germans over their treatment of Allied prisoners of war].
