Telegram from WSC to [Anthony Eden, later Lord Avon, Foreign Secretary] (Washington [United States]) marked "Personal and Top Secret" enclosing the text of a "Personal and Top Secret" message from WSC to President Harry Truman informing him of his communications with Marshal Stalin over Crossword [negotiations with representatives of the German Army in Switzerland]; advocating the cessation of continued discussions between OSS [Office of Strategic Services] agents and the Germans; and explaining why he thinks Stalin misinterpreted the nature of the Crossword negotiations.
