Telegram from WSC to President Roosevelt marked "Personal and Top Secret" expressing his full confidence in General Dwight Eisenhower [Supreme Commander Allied Expeditionary Force in Western Europe, United States Army]; emphasising the contribution of British and Imperial forces in the northern advance on Germany; and arguing for targeting Berlin rather than an axis directed on Leipzig and Dresden [all Germany] both on strategic grounds and also in order to prevent the Soviet Union developing the impression that they have been the overwhelming contributor to victory in Europe.
