Scope and Contents
Telegram from President Roosevelt to WSC marked "Personal and Top Secret" proposing that all Anglo-American-Chinese military operations in Indo-China [later Cambodia, Laos, and Vietnam], regardless of their nature, be coordinated by Major General Albert Wedemeyer [Commander United States Forces in the China Theatre] as Chief of Staff to Chiang Kai Shek [President of China] to prevent conflict developing between Wedemeyer and Lord Louis Mountbatten [later Lord Mountbatten of Burma, Supreme Allied Commander South East Asia] over air operations and intelligence activities in Indo-China.
