Telegram from President Roosevelt to WSC marked "Personal and Top Secret" welcoming the proposal to send Oliver Lyttelton [later Lord Chandos, Minister of Production] and Colonel John Llewellin [Minister of Food] to Washington [United States] to discuss food problems; stating that the US Government is prepared to investigate the position of all major foods in short supply and both military and civilian requirements; but that they cannot assume responsibility to meet all General Dwight Eisenhower's [Supreme Commander Allied Expeditionary Force in Western Europe, United States Army] requirements.
