Telegram from WSC to President Roosevelt marked "Personal and Top Secret" hoping a conflict over responsibilities in Indo-China [later Cambodia, Laos, and Vietnam] between Lord Louis Mountbatten [later Lord Mountbatten of Burma, Supreme Allied Commander South East Asia] and Major General Albert Wedemeyer [Commander United States Forces in the China Theatre] can be cleared up: stating that Mountbatten has a vital interest in this sphere and has received an oral understanding from Chiang Kai Shek [President of China] that he may attack Indo-China.
