Scope and Contents
Telegram from WSC to President Roosevelt marked "Personal and Top Secret" stating that he is concerned about the "approaching crisis in world food supplies as a whole"; suggesting sending Oliver Lyttelton [later Lord Chandos, Minister of Production] and Colonel John Llewellin [Minister of Food] to join United States representatives to discuss how to cut consumption down to the level of supplies; and stating that the situation in North West Europe is so serious that he must ask Roosevelt provisionally to arrange for the outstanding balance of supplies to be found by the United States.
