Scope and Contents
Telegram from President Roosevelt to WSC marked "Personal and Top Secret" stating that the failure of the Chicago [United States] Conference on Civil Aviation to reach a multilateral agreement made it necessary for the United States to come to bilateral agreements, such as that with Ireland [Eire]; that he fully approves of the State Department's action in signing the agreement; that it will not be annulled; and that although he understands WSC's concern on political grounds, regarding Ireland's wartime record, the agreement is a post-war matter. Photocopy.
