Scope and Contents
Telegram from WSC to President Roosevelt marked "Personal and Top Secret" criticising Soviet policy in Romania and Bulgaria; recognising difficulties in trying to influence the situation in these countries, but advocating appealing to Marshal Stalin to ensure that the new Romanian Government does not purge opposition elements; proposing to send Stalin a message on Poland, which WSC sees as the "test case" of the Soviet Union's attitude to the independence of those countries where they have influence, arguing that Vyacheslav Molotov [Soviet Union Foreign Secretary] is misinterpreting the terms of the Yalta agreement concerning Poland; and hoping that Roosevelt will send a similar message.
