Telegram from President Roosevelt to WSC marked "Personal and Top Secret" stating that Supreme Commander, Allied Expeditionary Forces [General Dwight Eisenhower] has advised that additional food is required to meet civilian supply contingencies in the 21st Army Group area of Belgium and Holland [or Netherlands]; and suggesting that if the British Government decides to draw this from the stockpile for use in Eastern Holland, then this is replaced adequately.
