Telegram from WSC to Reginald Leeper [British Ambassador to Greece] marked "Personal and Top Secret" recommending he does not worry much about public opinion with regard to the situation in Greece; suggesting the Government might set up a Committee or Commission in Athens [Greece] to investigate alleged atrocities carried out by ELAS [Communist-led Greek National Popular Liberation Army] and their supporters; and stating that they intend to publish a White Paper on such atrocities.
