Scope and Contents

Telegram from Sir David Scott [Deputy Under Secretary of State] (Foreign Office) to Sir Alexander Cadogan [Permanent Under Secretary of State for Foreign Affairs] ("Argonaut" [codename for Yalta Conference, Soviet Union]) marked "important" confirming that 1st Lord Templewood [earlier Samuel Hoare] "drew no salary but only frais which ceased December 18th, the day on which he left Madrid [Spain]". Scott quotes at length from letter by James Crombie [Principal Establishment and Finance Officer, Foreign Office] to Major General Sir Edward Spears [Conservative MP for Carlisle, Cumberland], and comments that the statement about restriction is by no means unqualified. He also explains that Crombie's correspondence with Spears related primarily to the question of salary in respect of accumulated leave, which Spears has now declined.
