Scope and Contents

Telegram from WSC to Lord Halifax [earlier Edward Wood, then Lord Irwin, British Ambassador to the United States] marked "personal" and "top secret" reciting text of message to be passed to President Harry Truman by Edward Stettinius [United States Secretary of State]. In the message WSC expresses regret that he cannot change his plans [and attend funeral of President Roosevelt] due to arrangements for the debates in Parliament next week, which include his tribute to the late President on Tuesday, and his attendance upon the King at the Memorial Service. He expresses his desire to meet with Truman at an early date, and states that the Foreign Secretary [Anthony Eden, later 1st Lord Avon] "knows the whole story of our joint affairs".
