Scope and Contents
Telegram from WSC to Lord Halifax [earlier Edward Wood, then Lord Irwin, British Ambassador to the United States] marked "personal and top secret" reciting text of message from WSC to be given by Edward Stettinius [United States Secretary of State] to the President [Harry Truman]. In the message WSC states that he very much regrets that it is impossible for him to change his plans [and attend funeral service for President Roosevelt] as plans have been made for the conduct of the debates in Parliament, which include his tribute to the late President on Tuesday, and his attendance upon the King at the Memorial Service. He expresses the desire to meet with Truman at an early date, and states that the Foreign Secretary [Anthony Eden, later 1st Lord Avon] "knows the whole story of our joint affairs".
