Scope and Contents

Telegram from Lord Halifax [earlier Edward Wood, then Lord Irwin, British Ambassador to the United States] to WSC marked "immediate" and "secret and personal". Halifax confirms that he has given WSC's message to Edward Stettinius [United States Secretary of State] who said he would get it to the President [Harry Truman] at once. He also comments on conversation with Louise Hopkins, reporting the safe arrival from Rochester [United States] of Harry Hopkins [Special Adviser and Assistant to the President of the United States], and stating that both Louise and Harry had been touched by the President telephoning Harry.
