Scope and Contents

Telegram from WSC to President Roosevelt marked "personal and top secret": offers deep sympathy on the death of General Edwin Watson [Secretary to President of the United States]; comments on the House of Commons debate on Poland and states that "there is a good deal of uneasiness in both Parties that we are letting the Poles down"; expresses the view that as many representative Poles should be invited as soon as possible to the consultations in Moscow [Soviet Union] and that above all Stanislaw Mikolajczyk should be invited; states that the London Polish Government is trying to prevent any Poles leaving Britain for Moscow or Poland and is playing for a breakdown; refers to telegraph from Sir Archibald Clark Kerr [later 1st Lord Inverchapel, British Ambassador to the Soviet Union] regarding a spontaneous offer from Vyacheslav Molotov [Soviet Foreign Minister] to allow British and American observers into Poland and expresses view that acceptance would not imply any recognition of Lublin Government, and would enable verification of stories regarding wholesale deportations and liquidations; states that he intends to visit the front at the weekend and to see both General Dwight Eisenhower [Supreme Commander Allied Expeditionary Force in Western Europe, United States Army] and Field Marshal Sir Bernard Montgomery [Commander 21st Army Group].
